is it during the battle phase(include battle step and others),my opponent can't activate any trap card???or can they activate counter trap???someone can please help me translate 2 others coz this computer can't write chinese.....sorry

and also hope all can help me 2 find out whether can activate trap or not???or can activate counter trap or not???thanks
